EPD : new developments

The Energy Performance Diagnostic (DPE in French), well known to homeowners and property professionals, is continuing to evolve. The aim is to make energy performance clearer, improve the reliability of ratings and support the ecological transition of France's housing stock. Here's what you need to know about the new deadlines.

From 1 January 2025

homes with an ECD rating of G can no longer be offered for rent, except in very limited circumstances. This applies to around 600,000 homes in France. This threshold is the first step in a gradual timetable, with a ban on letting F-rated homes in 2028 and E-rated homes in 2034. The aim of this measure is to speed up the renovation of the most energy-intensive properties, often referred to as ‘thermal flats’.

From January 2026,

good news! A new method for calculating the DPE will come into force. It incorporates two major adjustments:

- A new coefficient for electricity

Until now, homes heated with electricity have often been poorly classified. The reason: a conversion coefficient between final energy and primary energy set at 2.3. This coefficient will fall to 1.9 in 2026. In practical terms, this means that a large number of homes fitted with electric radiators will automatically have their rating improved, without the need for any work. An estimated 850,000 homes will be affected by this upgrading.

- A QR code to make diagnostics more reliable

Another new feature is that all new DPEs will include a QR code so that you can check the authenticity of the document and consult the data on the official platform managed by ADEME. This will increase the transparency of the process and help combat erroneous or fraudulent diagnoses.

What are the implications for owners?

- Landlords will need to identify G-rated properties as a matter of urgency, and plan to carry out works or exit the rental market. Note: if your property is heated by electricity and classified as F or E, it could be downgraded to D in 2026, which would make it possible to postpone the deadline for renovation.

- For sellers, a new EPD carried out after 2025 could improve the property's energy rating, and therefore its value on the market.

- For buyers and investors, it will be essential to distinguish between properties that really do benefit from good energy performance, and those that have simply ‘gained letters’ thanks to the reform of the calculation.

And what about property professionals?

Diagnosticians will have to adapt their tools constantly, estate agents will have to incorporate the new rules, and transactions will have to be accompanied by more technical and more precise advice.
